Dedicated on October 26,the monument was transferred to the United States by Governor C.S. Deneen and accepted by J. Schofield of the United States War Department. It took its name from Elihu B. Washburne who represented northwestern Illinois in the United States House of Representatives and from the fact that mining lead was a well established industry in northwestern Illinois.
